Summary
The dossier concerns financing infrastructure projects under the Competitiveness and Innovation Framework Programme and trans-European transport and energy networks. The amendments address the Europe 2020 Project Bond Initiative as a risk-sharing instrument to attract private capital-market investment in transport, energy and ICT infrastructure, the roles and liabilities of the Commission and the EIB, a pilot phase and its independent evaluation, and the link with the Connecting Europe Facility.
