Summary
A regulation extending the geographic scope of the European Bank for Reconstruction and Development (EBRD) to the Southern and Eastern Mediterranean. The amendments recall the EBRD's role and the Arab Spring context, set conditions on multi-party democracy and human rights before new countries of operation, and address transparency, tax havens, fossil-fuel and coal lending phase-out, renewable energy, cooperation with the EIB, and accountability to the European Parliament.
