Summary
An own-initiative report reviewing the European Neighbourhood Policy. The amendments rework recitals stressing democracy, human rights (notably women's, children's and minorities' rights), the rule of law and fundamental freedoms, invoke the Eastern Partnership and Euro-Mediterranean assemblies, and call for a value-based, differentiated approach to the eastern and southern neighbours, criticising past cooperation with authoritarian regimes.
