Summary
The dossier is the 18th report on better legislation, on the application of the principles of subsidiarity and proportionality. The amendments address renegotiating the 2003 Interinstitutional Agreement, national parliaments' subsidiarity checks and the 'yellow card' procedure, the regional and local level, impact assessments, the SME test and exemptions, simplification and 'gold-plating', and the distinction between delegated and implementing acts.
