Summary
A regulation on ship recycling. The amendments reference the Basel Convention, the Hong Kong International Convention and Directive 2009/20/EC on shipowners' insurance, aim to prevent adverse effects on human health and the environment from recycling ships flying a Member State's flag, promote a European list of ship recycling facilities and recycling in European shipyards, address hazardous materials and pre-cleaning, financial guarantees, penalties and workers' rights under ILO guidelines.
