Summary

This proposal would align the Port State control Directive to the Maritime Labour Convention requirements. Amendments reference the Paris Memorandum of Understanding on Port State Control, more frequent inspections for higher-risk ships, and inspection of seafarers' living and working conditions and qualifications. Others add conventions to the Directive, address seafarers' complaints, delegated and implementing acts, and the maritime labour certificate as evidence of compliance.
