The dossier establishes a framework for managing financial responsibility linked to investor-to-state dispute settlement tribunals under international agreements to which the Union is party. Amendments revise provisions on allocating financial responsibility between the Union and Member States, on which acts as respondent in arbitration, and on settlements and payment of awards from the EU budget, citing the Lisbon Treaty, Article 207 TFEU and the Energy Charter Treaty.
