Summary

Discharge dossier on Special Report 14/2011 concerning whether EU assistance improved Croatia's capacity to manage post-accession funding. Amendments note delays in implementing pre-accession assistance and urge improved capacity-building of central, regional and local institutions, regret insufficient information in the Court of Auditors' report on error, fraud and performance, and raise concerns over administrative preparedness, low absorption of SAPARD and IPARD funding, audit and internal control capacity, and transparency.
