An own-initiative report on relations between the European Parliament and the institutions representing the national governments. The amendments address the European Council's role under the Treaty of Lisbon and its expansion during the crisis, the absence of formalised dialogue preventing Parliament from fully playing its co-legislator role, the accountability of the President of the European Council, proposals to formalise working relations through an interinstitutional agreement, and the rotating Council Presidency.
