Summary
Decision on the Court of Auditors' Special Report 2/2012 (2011 discharge) on financial instruments for SMEs co-financed by the European Regional Development Fund. The amendments rework paragraphs on SMEs and their financing gaps, the varying definitions of SMEs, weaknesses in gap assessments, monitoring and reporting including JEREMIE, the leverage and multiplier effects of financial engineering instruments, administrative delays in SME access to finance, and the Structural Funds regulatory framework.
