Constitutional problems of a multitier governance in the European Union

An own-initiative report on the constitutional problems of multitier governance in the European Union. The amendments stress that euro-area Member States must strengthen stability, efficiency, transparency and democratic accountability, reference the Fiscal Compact, the Six-Pack, the EFSM, EFSF and ESM, opt-outs from the euro and Schengen, enhanced cooperation, and the single supervisory mechanism accountable to the European Parliament.
