Summary
An own-initiative recommendation to the Council on an EU Special Representative for Human Rights. The amendments address appointing the Special Representative and defining the mandate by Council decision on a proposal by the High Representative, a strong, independent and flexible mandate, hearings and reporting to Parliament's Foreign Affairs Committee and Human Rights Subcommittee, EU human rights guidelines, a renewable 2.5-year term, cooperation with civil society and NGOs, and adequate resources.
