Summary
This dossier concerns the 2011 discharge for the European Securities and Markets Authority (ESMA). The amendments postpone the discharge and closure of accounts, address matching budget and posts to tasks, low budgetary implementation and planning problems, the Authority's role in implementing financial regulation, reviewing its mixed financing arrangement to safeguard independence, transparency of recruitment, avoiding additional bureaucracy, and explanations sought before the Court of Auditors and Parliament's committees.
