This own-initiative report addresses social housing in the European Union. The amendments add citations (Treaty articles and Protocol 26 on services of general interest, the Charter of Fundamental Rights, Eurofound studies) and frame access to housing as a fundamental right; they stress the role of national, regional and local authorities in providing affordable, decent social housing, link it to the Europe 2020 poverty target, and address rising housing costs.
