Own-initiative report on the delegation of legislative powers and Member States' control of the Commission's exercise of implementing powers. Amendments concern the distinction between delegated and implementing acts under Articles 290 and 291 TFEU, the Council's and Commission's reluctance to use delegated acts, post-Lisbon alignment of measures previously under the regulatory procedure with scrutiny, and Parliament's scrutiny rights and resources.
