This dossier concerns opening the market for domestic passenger rail transport and governance of railway infrastructure under the fourth railway package. The amendments address the independence of infrastructure managers from railway undertakings within vertically integrated undertakings, the economic equilibrium of public service contracts under open access, working and rest time rules for locomotive and on-board staff, social dialogue, collective agreements, and a common information and integrated ticketing scheme.
