Summary
This dossier concerns interchange fees for card-based payment transactions. The amendments revise recitals and provisions on interchange fees between card-acquiring and card-issuing payment service providers, caps on debit and credit card transactions, cross-border and domestic acquiring, transition periods, the Merchant Indifference Test, three- and four-party card schemes, and merchant fees; some amendments call to reject or withdraw the Commission proposal on subsidiarity grounds.
