Improving the functioning of the European Union building on the potential of the Lisbon Treaty

Own-initiative report on improving the functioning of the European Union by building on the potential of the Lisbon Treaty. The amendments address the Treaty on the Functioning of the European Union and the budget procedure, calling for genuine own resources rather than national contributions, for the European Council to use a qualified majority instead of unanimity for the Multiannual Financial Framework, and criticising delays in payment appropriations.
