Summary

This procedure on the control of exports, brokering, technical assistance, transit and transfer of dual-use items follows the ordinary legislative procedure, in which Parliament and the Council decide together to produce binding EU law. It was handled by the Foreign Affairs and International Trade committees, covering armaments control and export control. The tabled amendments define dual-use and cyber-surveillance items, tie human rights assessment to instruments such as the Universal Declaration of Human Rights and Common Position 2008/944/CFSP, and address exports of cyber-surveillance technology linked to violations of privacy, freedom of expression and assembly.
