Summary
The dossier concerns preventive restructuring frameworks, second chance and measures to increase the efficiency of restructuring, insolvency and discharge procedures. The amendments revise recitals on removing obstacles to free movement of capital and freedom of establishment, lowering restructuring costs for debtors and creditors, benefits for small and medium-sized enterprises, early-warning tools, stays of enforcement actions, and adoption of restructuring plans, with references to a Capital Markets Union and some deletions.
