2015 discharge: EU general budget, European Council and Council

Parliament's decision on the 2015 discharge for the EU general budget concerning the European Council and the Council. The amendments include a refusal to grant the Secretary-General of the Council discharge, and add remarks on Parliament's role in the discharge procedure, the Council's lack of cooperation and failure to answer questions, the unseparated budgets of the European Council and Council, building-policy and Europa-building costs, ethics, whistleblowing and anti-corruption guidelines, the transparency register, and gender and geographical balance of staff.
