Summary
A Council proposal on charging heavy goods vehicles for the use of certain infrastructures regarding vehicle taxation. The amendments invoke the 'polluter and user pays' principle, debate distance-based tolls versus annual vehicle taxes, lowering or earmarking minimum tax rates and toll revenues for transport infrastructure, sustainable and carbon-based taxation reflecting vehicle lifecycle, weight and dimensions, avoidance of double taxation, and public ownership of tolls.
