The dossier sets minimum requirements on maximum daily and weekly driving times, breaks and rest periods, and positioning by means of tachographs. Amendments address weekly rest taken outside the vehicle in quality accommodation, drivers' return home, secure parking and resting facilities, the scope for light commercial vehicles, the smart tachograph and border-crossing recording, and reference a possible European Labour Authority to support enforcement of the social rules.
