Interoperability between EU information systems (borders and visa)
This procedure concerns interoperability between EU information systems for borders and visa. It runs under the ordinary legislative procedure, so Parliament and the Council decide together and the result is binding EU law. It was handled by the Civil Liberties, Justice and Home Affairs and Budgets committees, in the field of external borders crossing and controls and visas. The tabled amendments assign eu-LISA responsibility for developing the interoperability components linking the central systems of EES, VIS, ETIAS, SIS, Eurodac and ECRIS-TCN through a European search portal, shared biometric matching service and multiple-identity detector, with certain costs borne by the Union budget. They set data-protection safeguards under Regulation 2016/679 and Directive 2016/680, penalties, restrictions on transfers to third countries, and periodic audits by supervisory authorities and the European Data Protection Supervisor.
