Low carbon benchmarks and positive carbon impact benchmarks

The dossier concerns low carbon benchmarks and positive carbon impact benchmarks, amending the existing benchmarks Regulation. Amendments distinguish low-carbon, climate transition and negative or positive carbon impact benchmarks, reference the Paris Agreement and the 1.5C/2C objectives, require disclosure of benchmark methodology and ESG factors, and add resource-efficiency and circular economy indicators alongside CO2 emissions.
