Summary

Proposed regulation on the service of judicial and extrajudicial documents in civil or commercial matters. Amendments revise provisions on transmission and service between Member States via a decentralised IT system and modern communication means, standard forms, qualified electronic seals and signatures, the addressee's right to refuse a document, assistance in tracing unknown addresses, receipts and forwarding by receiving agencies, protection of personal data and privacy, and possible Union co-financing.
