Seasonal changes of time
A proposal for a directive discontinuing seasonal changes of time and repealing the existing summer-time directive. The amendments invoke evidence on the half-yearly clock change's impact on human, animal and plant health and circadian rhythm, cite public consultation responses, and address Member States' right to set their standard times, coordination of time zones, the application date, and concerns over differing time zones in border regions.
