Summary

The dossier concerns the existence of a clear risk of a serious breach by Hungary of the values on which the Union is founded. Amendments dispute or restate concerns over the rule of law, judicial independence, the electoral system, the Article 7(1) TEU procedure and the Council's hearings, the Rule of Law Conditionality Regulation, and the use of EU funds; opposing amendments call the proceedings interference in a sovereign State.
