Summary
This own-initiative report concerns minimum standards for minorities in the EU. Amendments debate the absence of explicit EU competence over minority issues while invoking the Charter of Fundamental Rights, the Council of Europe Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages. They address mother-tongue and minority-language education, cultural rights and discrimination including against Roma.
