This own-initiative report concerns the scope and mandate for EU Special Representatives, addressed to the Vice-President/High Representative. The amendments cite the EU Global Strategy and the Helsinki Final Act, and address the appointment and regional, country-specific and thematic mandates of EUSRs, the 'double-hatting' with Heads of EU Delegation, appointing them only with clear added value, conflict prevention, gender balance, and greater transparency; some propose ending the mandates.
