Summary
Own-initiative recommendation to the Vice-President/High Representative on defending academic freedom in the EU's external action. Amendments cite the Charter of Fundamental Rights, the Lima Declaration on Academic Freedom and Autonomy of Institutions of Higher Education, the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights, define academic freedom drawing on UNESCO, and ground it in democratic values including anti-discrimination, institutional autonomy and accountability.
