Summary

An own-initiative report on human rights concerns in private military and security companies' operations affecting third countries. The amendments cite UN and ISO instruments, IMO guidance, procurement directives and a Council common position on arms export controls, note the dramatic increase in such companies and the lack of agreed definitions, and argue they should not substitute for national armed forces or undermine states' responsibility for security.
