Summary
This own-initiative report recommends a Council decision establishing a European Peace Facility. Amendments add citations to the UN Disarmament Agenda and arms-export controls, and revise recitals on financing operations with defence implications, the Facility replacing the Athena mechanism and the African Peace Facility, the prohibition in Article 41(2) TEU on military expenditure from the Union budget, concerns that the title is misleading, and women's participation in peace processes.
