European Climate Law

2020/0036(COD)·9th term·AGRI / ENVI / ITRE / REGI / TRAN·COD - Ordinary legislative procedure (ex-codecision procedure)·CompletedProcedure completed
Rapporteur (the Member appointed to lead Parliament's work on this text): GUTELAND Jytte (S&D)
Summary

The European Climate Law is an ordinary legislative procedure, meaning Parliament and the Council of the EU decide together and the result is binding EU law. It was handled by the Environment, Public Health and Food Safety committee alongside Industry, Research and Energy and Transport and Tourism, in the areas of energy and climate policy. The tabled amendments engage the European Green Deal and the Paris Agreement, debate the framing of climate neutrality, reference IPCC reports, the COVID-19 crisis and the Next Generation EU recovery plan, and cite health and air-pollution figures from the European Environment Agency and WHO, with one amendment stating that Parliament rejects the Commission proposal. It shares subjects such as climate policy with related files including "Revision of the EU Emissions Trading System".

189 roll-call votes

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
