Summary

A regulation on serious cross-border threats to health. Drawing on lessons from the COVID-19 pandemic, the amendments broaden epidemiological surveillance, early warning and preparedness planning, establish a Union preparedness plan approved by the HSC, and shape joint procurement of medical countermeasures, including its scope, transparency toward the European Parliament, participation of EFTA and candidate countries or restriction to Member States, an exclusivity clause, strategic stocks and involvement of SMEs.
