Summary

The dossier addresses artificial intelligence and questions of interpretation and application of international law affecting the EU in civil and military uses and of state authority outside criminal justice. Amendments revise paragraphs on AI-enabled systems in military affairs and warfare, the UN Charter and international humanitarian law, the Martens Clause, a ban on lethal autonomous weapons, accountability, testing and evaluation, arms control and surveillance.
