Summary

The dossier concerns a safety net to protect the beneficiaries of EU programmes by setting up an MFF contingency plan. The amendments recount negotiations on the 2021-2027 multiannual financial framework and Own Resources and their GNI ceilings, Parliament's negotiating mandate refusing cuts in cohesion and agriculture, and the COVID-19 pandemic, and call for a contingency plan under Article 312(4) TFEU to avoid a shutdown of Union programmes.
