Corporate due diligence and corporate accountability

2020/2129(INL)·9th term·AFET / DEVE / INTA / JURI·INL - Legislative initiative procedure·CompletedProcedure completed
Subjects: Company law
Rapporteur (the Member appointed to lead Parliament's work on this text): WOLTERS Lara (S&D)
Summary

This legislative-initiative report on corporate due diligence and corporate accountability lets Parliament formally ask the European Commission to propose a law. The committees on Foreign Affairs, Development, International Trade and Legal Affairs handled it, in the field of company law. The tabled amendments diverge on scope: some press for mandatory EU-level cross-sectoral due diligence to identify, cease, prevent and mitigate human, labour and environmental rights violations across supply chains, invoking core ILO conventions and the Paris commitments; others stress that safeguarding human rights remains the states' responsibility, warn against administrative burdens on business and legal uncertainty, seek a transitional period of at least seven years, or would exclude civil liability. Several add transparency and disclosure requirements as preconditions for due diligence.

Plenary votes

66 roll-call votes

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
