Summary

The Carbon Border Adjustment Mechanism is a file handled under the ordinary legislative procedure, where Parliament and the Council of the EU decide together to make binding EU law. It was examined by committees including Environment, Public Health and Food Safety, International Trade, and Economic and Monetary Affairs, under subjects covering the customs union, climate policy, environmental taxation and commercial policy. The amendments frame the CBAM within the European Green Deal and the Fit for 55 Package, address carbon leakage, imported and exported emissions, equivalence with EU ETS carbon costs and phasing out of free allowances, WTO and GATT rules, coverage of sectors such as cement, steel, iron and aluminium, and extension to agricultural products. It shares subjects such as environmental taxation with related files including the Energy Taxation Directive.
