Summary

This own-initiative report concerns the revision of the Financial Regulation in view of the 2021-2027 multiannual financial framework. The amendments call for targeted improvements rather than a global overhaul, strengthening public procurement and conflict-of-interest rules, transparency, parliamentary oversight and democratic accountability, and addressing SME participation, the rule of law, and the Union's security interests. They express concern over off-budget instruments and NGEU, including liabilities until 2058, the RRF and absorption.
