This own-initiative report addresses the reliability of audits and controls by national authorities in shared management. Amendments cite the Financial Regulation and the common agricultural policy (CAP), and revise text on Member States' management and control systems, accredited paying agencies and on-the-spot checks, simplification and administrative burdens for farmers, penalties distinguishing intentional from unintentional non-compliance, and digital tools such as drones, geo-tagged photos and electronic systems.
