Summary

Own-initiative report on upscaling the 2021-2027 Multiannual Financial Framework for a resilient EU budget. Amendments focus on the transport sector amid the Russian war against Ukraine, the Recovery and Resilience Facility, the Connecting Europe Facility, the TEN-T network and military mobility; they call for increased transport-infrastructure financing, rail connections with Ukraine, synergies with Horizon Europe and InvestEU, and adequate funding for the European Railway Agency.
