Summary

This dossier is a recommendation on a new EU strategy for enlargement. The amendments cite Western Balkans summits and conclusions, the Copenhagen Criteria, rule-of-law and disinformation findings of the Court of Auditors, and the membership applications of Ukraine, Moldova and Georgia and their candidate status, and offer competing characterisations of enlargement as a foreign-policy instrument and strategic investment in stability and prosperity.
