Lessons learnt from the Pandora Papers and other revelations

2022/2080(INI)·9th term·DEVE / ECON / LIBE·INI - Own-initiative procedure·CompletedProcedure completed
Rapporteur (the Member appointed to lead Parliament's work on this text): FUGLSANG Niels (S&D)
Summary

This own-initiative report draws lessons from the Pandora Papers and other revelations. Amendments denounce offshore financial structures enabling tax evasion, avoidance and money laundering, emphasise the impact of illicit financial flows on developing countries and the Global South, discuss the OECD/G20 two-pillar solution and the EU list of non-cooperative jurisdictions and defensive measures, and call for automatic exchange of information and a UN Tax Convention.

Plenary votes

14 roll-call votes

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
