Legislative proposal to establish a digital euro. Amendments stress that the digital euro should complement, not replace, euro banknotes and coins, set holding and transaction limits for online and offline payments, support retail use cases including amounts under and over 50 euros, address mandatory acceptance and its exceptions, and protect privacy and personal data under the GDPR, with roles for the European Central Bank, payment service providers and the Commission.
