Summary

The dossier is a report on the implementation of the CERV (Citizens, Equality, Rights and Values) Programme 2021-2027 on citizens' engagement and participation. The amendments address active participation as a fundamental right, multi-level civic engagement including rural and minority groups and third-country nationals, challenges such as the climate crisis, the digital shift, migration, democratic backsliding and Euroscepticism, the early stage of implementation, and simplifying administrative procedures and digital tools.
