This own-initiative report addresses increasing innovation, industrial and technological competitiveness through a favourable environment for start-ups and scale-ups. Amendments call for harmonised EU definitions of start-ups and scale-ups distinct from SMEs, completion of the Capital Markets Union and mobilisation of private debt, equity and venture capital, the role of state aid and competition rules, digital infrastructure and the green and digital transition, and an EU start-up strategy.
