Implementation of the common security and defence policy – annual report 2024
This own-initiative report on the implementation of the common security and defence policy, the annual report for 2024, sets out Parliament's own non-binding position rather than enacting law. It was handled by the Foreign Affairs committee. The tabled amendments largely add citations and recitals, referencing Russia's war of aggression against Ukraine as the most serious threat to EU security, hybrid and cyber threats, China's behaviour around the Taiwan Strait and South China Sea, and the war in Gaza, alongside references to instruments and reports such as the EDIRPA regulation, the foreign direct investment screening framework, EU-NATO cooperation and the Niinistö report on Europe's preparedness and readiness.

Plenary votes
47 roll-call votesIn plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
