Summary

In this objection to a Commission implementing act, Parliament opposes the draft Commission regulation amending Annexes II, III and V to Regulation (EC) No 396/2005 as regards maximum residue levels for benomyl, carbendazim and thiophanate-methyl in or on certain products. It notes that carbendazim meets the criteria for classification as a mutagen and reproductive toxicant and is very toxic to aquatic life, and that thiophanate-methyl was identified by EFSA as an endocrine disruptor relevant to humans, while the Commission nonetheless proposes to maintain import-tolerance residue levels above the limit of determination for products such as lemons, limes, mandarins and okra. Parliament raises concerns that maintaining such levels would allow imports that do not comply with the standards Union farmers must meet, placing them at a competitive disadvantage. The resolution reflects Parliament's opposition to the draft act on health, environmental and fairness grounds.
