Regulatory procedure with scrutiny: Parliament can block a draft Commission measure.

Summary

Through this objection to a Commission implementing act, Parliament objects to the draft Commission regulation amending Annexes II and III to Regulation (EC) No 396/2005 as regards maximum residue levels for cyproconazole and spirodiclofen in or on certain products. The resolution notes that the approval of cyproconazole expired on 31 May 2021 and all authorisations were revoked, that the substance is classified as toxic for reproduction category 1B and may cause endocrine-disrupting effects, and that the Commission nonetheless proposes to maintain maximum residue levels above the default value for many products based on Codex Alimentarius levels. It argues this would allow continued imports that do not meet the standards Union farmers must abide by, placing Union farmers at a competitive disadvantage, and it links this to the 2024 farmers' protests demanding equal treatment for imported products. The text was adopted on 2024-09-18.
